Das 8-monatige Projekt „The European Bridge“ reagiert auf die veränderte geopolitische Landschaft und den beschleunigten EU-Beitrittsprozess der Ukraine und der Republik Moldau. Es schließt die Lücke zwischen der pro-europäischen Stimmung in den Beitrittsländern und dem Informationsbedarf in der Bevölkerung. Ziel ist der Aufbau eines transnationalen zivilgesellschaftlichen Netzwerks („Weimar+EaP“), das Multiplikator:innen befähigt, den gesellschaftlichen Diskurs über europäische Grundwerte und den demokratischen Transformationsprozess aktiv auf lokaler Ebene zu verankern. Gleichzeitig wird das gegenseitige Verständnis zwischen den Zivilgesellschaften der EU-Staaten (Deutschland, Frankreich, Polen) und den Beitrittsländern nachhaltig gestärkt. Das Projekt wird aus Mitteln des Auswärtigen Amts gefördert.
Inhalte und Aktivitäten
Das Projekt zeichnet sich durch innovative, partizipative Methoden aus und setzt auf vier Kernaktivitäten:
  • „Werte- und Transformations-Hub“ in Polen: Ein 5-tägiges Intensiv-Training (Train-the-Trainer) für 25 Multiplikator:innen mit Modulen zu Reform-Monitoring, kreativer Kommunikation und Gamification (Quests).
  • OER-Toolkit „Wertebrücken“: Die gemeinsame Entwicklung einer digitalen Open-Source-Lernplattform, die komplexe EU-Reformen durch niedrigschwellige Lehrmethoden in fünf Sprachen (DE, FR, PL, UKR, RO) verständlich macht.
  • Nationale Dialogforen „Werte im Gespräch“: Die Partner adaptieren das Toolkit und führen dezentrale Dialog- und Begegnungsformate in der Ukraine, Moldau, Deutschland, Frankreich und Polen durch. Ein besonderer Fokus liegt dabei auf der Einbindung von Frauen, Jugendlichen unter 30 Jahren und Menschen im ländlichen Raum.
  • „Weimar+EaP“ Policy Dialogue in Berlin: Eine große Abschlusskonferenz, auf der politische Entscheidungsträger:innen ein gemeinsam erarbeitetes „White Paper“ mit zivilgesellschaftlichen Handlungsempfehlungen überreicht bekommen.
Erwartete Ergebnisse
  • 25 methodisch geschulte Multiplikator:innen, bei denen eine strikte Geschlechterquote von mindestens 50 % Frauen eingehalten wird.
  • 1 veröffentlichtes, mehrsprachiges OER-Toolkit als dauerhafte, digitale Bildungsressource.
  • 9 bis 11 erfolgreich durchgeführte Dialogforen, die direkt über 300 Bürger:innen erreichen (davon 60 % unter 30 Jahre alt oder aus ländlichen Gebieten).
  • 1 Policy Dialogue und 1 publiziertes White Paper, um den Wissenstransfer in die europäische Politik zu sichern.

  • UNAEDI (Ukraine) – Ukrainisches Netzwerk für Erwachsenenbildung mit Fokus auf Aufklärung und Anti-Desinformation.
  • NGO Interaction (Republik Moldau) – Erfahrene Nichtregierungsorganisation im Bereich Jugendbeteiligung und Menschenrechte.

About the Project
The 8-month project “The European Bridge” responds to the shifting geopolitical landscape and the accelerated EU accession process of Ukraine and the Republic of Moldova. It addresses the gap between pro-EU sentiments in the candidate countries and the population’s need for accessible information. The overarching goal is to build a transnational civil society network (“Weimar+EaP”) that empowers multipliers to actively anchor the societal discourse on fundamental European values and the democratic transformation process at the local level. Simultaneously, it fosters mutual understanding between the civil societies of EU member states (Germany, France, Poland) and the accession countries. The project is funded by the German Federal Foreign Office.
Contents and Activities
The project utilizes innovative, participatory methods and focuses on four core activities:
  • “Values and Transformation Hub” in Poland: A 5-day intensive Train-the-Trainer event for 25 multipliers, featuring modules on reform monitoring, creative communication, and gamification (quests).
  • OER Toolkit “Value Bridges”: The co-creation of an open-source digital learning platform that translates complex EU reforms into accessible educational methods in five languages (EN, FR, PL, UKR, RO).
  • National Dialogue Forums “Values in Conversation”: The partners will adapt the toolkit to implement decentralized dialogue and encounter formats in Ukraine, Moldova, Germany, France, and Poland. A strong focus is placed on the inclusion of women, youth under 30, and people living in rural areas.
  • “Weimar+EaP” Policy Dialogue in Berlin: A final conference where political decision-makers will be presented with a jointly developed “White Paper” containing civil society policy recommendations.
Expected Results
  • 25 methodologically trained multipliers, ensuring a strict gender quota of at least 50% women.
  • 1 published, multilingual OER Toolkit serving as a sustainable, digital educational resource.
  • 9 to 11 successfully implemented dialogue forums, directly reaching over 300 citizens (with a goal of 60% being under 30 years old or from rural areas).
  • 1 Policy Dialogue and 1 published White Paper to ensure knowledge transfer into European policymaking.
