Das Projekt „Zukunftsfit Luckau“ ist eine modellhafte Initiative zur Klimaanpassung und Resilienzgestaltung im ländlichen Raum, die im Rahmen des EU-weiten Programms Pathways2Resilience (P2R) gefördert wird. Über eine Laufzeit von 18 Monaten entwickelt das Projektkonsortium – bestehend aus der Stadt Luckau, Resilient Cities (RC) und dem Comparative Research Network (CRN) – gemeinschaftliche, praxisnahe und lokal verankerte Lösungen gegen die spürbaren Auswirkungen des Klimawandels. Das übergeordnete Ziel des Vorhabens besteht darin, bestehende städtische Konzepte (wie das INSEK) weiterzuentwickeln und eine langfristig tragfähige Klima-Resilienz-Strategie sowie einen verbindlichen Aktions- und Investitionsplan für die Stadt Luckau zu etablieren.

Hauptziele des Projekts

• Evidenzbasierte Bestandsaufnahme: Zusammenführung bestehender kommunaler Daten und Durchführung einer umfassenden Resilienz- und Hotspot-Analyse für das Stadtgebiet.
• Inklusive Co-Creation: Aktive und barrierefreie Einbindung der lokalen Bevölkerung durch innovative Beteiligungsformate, um praxisnahe und akzeptierte Anpassungsmaßnahmen zu entwerfen.
• Kapazitätsaufbau und Innovation: Durchführung zielgruppenspezifischer Ideenwerkstätten zur gemeinsamen Ausarbeitung kreativer Schutz- und Zukunftskonzepte.
• Finanzielle und politische Absicherung: Übersetzung der co-kreativen Bürgerideen in einen offiziell vom Stadtrat beschlossenen Klima-Resilienz-Aktionsplan sowie einen maßgeschneiderten Investitionsplan (CRIP).

Methodik und Kernaktivitäten

Die Umsetzung erfolgt über einen klar strukturierten, ineinandergreifenden Phasenverlauf:

1. „Map me happy“-Kampagne (Monate 2–4): Eine niedrigschwellige Bürgerkartierung via Online-Plattform und durch zwei öffentliche Veranstaltungen, bei der Einwohner emotionale Werte, Stärken sowie klimatische Schwachstellen (wie Hitzeinseln) direkt im Stadtgebiet markieren.
2. Multi-Actor Prototyping (MAP) (Monate 7–8): Kollaborative Workshops, in denen die aus dem Mapping gewonnenen Erkenntnisse genutzt werden, um konkrete Anpassungs-Prototypen direkt vor Ort experimentell zu testen und weiterzuentwickeln.
3. Innovations-Hackathons (Monate 9–11): Drei gezielte Hackathons – mit lokalen Schulen, mit Handwerks-, Gewerbe- und Landwirtschaftsverbänden sowie ein offener Bürger-Hackathon – generieren ein breites Spektrum an alltagstauglichen Lösungen.
4. Verwaltungs-Hackathon & Planung (Monate 12–15): Die lokale Verwaltung prüft die Entwürfe strukturiert auf ihre administrative und rechtliche Machbarkeit, bettet sie in laufende Verwaltungsroutinen ein und finalisiert die Aktions- und Investitionspläne.

Klimagerechtigkeit (Climate Justice) im Fokus

Ein zentrales Fundament von „Zukunftsfit Luckau“ ist die systematische Verankerung von Gerechtigkeitsprinzipien in der Klimaanpassung:

• Verfahrensgerechtigkeit (Procedural Justice): Das Projekt bewegt sich bewusst abseits reiner Scheinbeteiligungen. Durch die direkte Kooperation mit den etablierten Senioren- und Behindertenbeiräten sowie der Initiative „Mensch Luckau“ werden die Perspektiven von älteren Menschen, Menschen mit Funktionseinschränkungen und Migranten von Beginn an ins Zentrum gerückt.
• Verteilungsgerechtigkeit (Distributive Justice): Eine fundierte Hotspot-Analyse identifiziert sozial und physisch besonders verwundbare Gruppen (wie Kinder, Senioren und chronisch Kranke), um Schutzmaßnahmen dort zu priorisieren, wo das Risiko am größten ist. Zudem wird das historische Erbe des Kohleabbaus (wie der belastete Schlabendorfer See) als systemische Umweltschuld begriffen und in die Strategie einbezogen.
• Informationsgerechtigkeit (Informational Justice): In Zusammenarbeit mit der Fachhochschule Potsdam wird eine digitale, frei zugängliche Datenplattform aufgebaut, um komplexe Klimadaten für alle Bürger transparent und verständlich nutzbar zu machen.

The project “Future-Fit Luckau” is a model initiative for climate adaptation and resilience building in rural environments, funded under the European Union’s Pathways2Resilience (P2R) programme. • Financial and Political Endorsement: Transforming co-designed citizen ideas into a formally approved Climate Resilience Action Plan and a tailored Climate Resilience Investment Plan (CRIP).

Methodology and Core Activities

The project features a clearly structured, interconnected phase timeline:

1. “Map me happy” Campaign (Months 2–4): An innovative community mapping exercise via an online platform and two public events, allowing citizens to directly pin emotional values, local assets, and climate vulnerabilities (such as urban heat islands).
2. Multi-Actor Prototyping (MAP) (Months 7–8): Collaborative workshops utilizing insights from the mapping phase to develop and experimentally test initial physical or conceptual adaptation prototypes directly on-site.
3. Innovation Hackathons (Months 9–11): Three targeted hackathons—with local schools, with vocational/crafts and farmers’ associations, and an open citizen hackathon—generate a broad portfolio of practical solutions.
4. Administration Hackathon & Formalization (Months 12–15): The local administration evaluates the feasibility of co-created ideas (Activity 1.4), embeds them into municipal routines, and prepares the final Action and Investment Plans for city council endorsement.

Focus on Climate Justice

A core operational pillar of “Future-Fit Luckau” is the systematic integration of justice and equity principles into climate adaptation planning:

• Procedural Justice: The project purposefully moves beyond tokenistic consultation. By proactively collaborating with established advisory boards for seniors and people with disabilities, and working with the “Mensch Luckau” initiative, the perspectives of the elderly, disabled individuals, and migrants are placed at the center of planning.
• Distributive Justice: A targeted hotspot analysis identifies physically and socially vulnerable areas to ensure adaptation measures protect those disproportionately exposed to climate risks (e.g., children, the elderly, and the chronically ill). Furthermore, the environmental legacy of the region’s coal mining past (such as the polluted Schlabendorfer See) is addressed as systemic environmental debt.
• Informational Justice: In partnership with the University of Applied Sciences Potsdam, a digital open-access platform will be developed to democratize climate, environmental, and socio-economic data, making it transparently accessible to all citizens.
